\nGreater Cairo Air Pollution and Climate Change Management Project (P172548)<\/span><\/p>\n

Engineering Consultancy Firm to prepare the detailed design and engineering works package for the development of the Amiriya Garage administrative buildings, and to fully supervise the implementation of the garage development works \u2013 under two separate contracts.<\/span>
\nReference Number (according to the Procurement Plan): EG-EEAA-544823-CS-QCBS<\/span><\/p>\n

1- Background<\/span>
\nWithin the framework of the Sustainable Development Strategy \u201cEgypt Vision 2030\u201d, the country committed to reducing particulate matter air pollution by 50% by 2030. Despite a marked improvement in air quality in Greater Cairo, levels still exceed national and international guidelines.<\/span><\/p>\n

In response, the Greater Cairo Air Pollution and Climate Change Management Project aims to reduce emissions and enhance resilience, focusing on four key components:<\/span><\/p>\n

strengthening the air quality management system;<\/span><\/p>\n

improving solid waste management;<\/span><\/p>\n

reducing air pollution and vehicle emissions;<\/span><\/p>\n

and enhancing stakeholder engagement and raising awareness.<\/span><\/p>\n

The third component focuses specifically on supporting the transition to green transportation through the purchase of 100 electric buses and the development of the necessary infrastructure, including upgrading bus depots (such as the Amiriya Garage) and equipping them with charging stations.<\/span><\/p>\n

2- Description of the Assignment:<\/span>
\nThe Ministry of Environment intends to issue a tender for the modernization of the Amiriya Garage and invites qualified consulting firms to express their interest in providing the following services:<\/span><\/p>\n

Contract 1: Detailed Design and Engineering Package: This includes preparing designs, technical specifications, cost estimates, and tender documents, with an expected implementation period of up to 55 working days.<\/span><\/p>\n

Contract 2: Supervision of Implementation: This includes full supervision of the modernization works, quality control, and environmental and social monitoring, with an expected implementation period of approximately 15 months and one week.<\/span><\/p>\n

3- Required Qualification Criteria:<\/span>
\nInterested companies must submit information demonstrating their qualifications and experience. Evaluation will be based on the following criteria:<\/span><\/p>\n

First: Contract 1 (Engineering Designs):<\/span>
\nGeneral Experience (40%): In preparing detailed designs for administrative buildings or transportation infrastructure (a minimum of 5 similar projects).<\/span><\/p>\n

Specialized Experience (20%): At least 5-7 years of experience in similar projects, preferably with experience in World Bank-funded projects.<\/span><\/p>\n

Workforce (40%): Key personnel in the disciplines of architecture, mechanical engineering, electrical engineering, telecommunications, and environmental safeguards.<\/span><\/p>\n

Second: Contract Two (Implementation Supervision)<\/span>
\nGeneral Experience (40%): Supervision of the implementation of transport infrastructure or similar utilities projects.<\/span><\/p>\n

Specialized Experience (20%): 5-7 years of experience in construction and development supervision, with an added advantage for experience in World Bank projects.<\/span><\/p>\n

Workforce (40%): A team specializing in construction project management, civil engineering, electrical engineering, telecommunications, and environmental engineering.<\/span><\/p>\n

Note: The minimum qualification percentage is 75%. Companies may apply for one or both contracts, and each contract will be evaluated separately.<\/span><\/p>\n<\/div>\n
